In Australia I can get X5 for about $116 or $80 for an upgrade from a previous version. You are debating about whether to get X5 or photoshop. I doubt that you will be able to get customer service on a product you have not bought. When I clink on PaintShop Pro X5 User Guide (2.86 MB, PDF format) it takes me to the link I posted previously which does not exist. This takes me to a page which lists the user guides. This page has the link for the PDF file of the User Guide, which you can save to disk: I can't see anything there that answers my query on internet access Their "Learning" page has various tutorials, etc.:
